Yes, if you push yourself to the ragged edge of your speed, your comprehension will suffer, but like any other excercise, the point where you hit that ragged edge is going to keep retreating in front of you as you train. That is good and slow, and by your definition, anything that spead up your reading speed since has cost you comprehension.
